Asset management planning (AMP) is an ongoing and long-term process that allows municipalities to make the best possible investment decisions for their infrastructure assets. The goal of AMP is to improve the way the Municipality plans infrastructure investment, repair, and replacement to properly budget for large projects. The Municipality of West Perth prepares a budget each year that gets approved by Council. The budget process allows council and staff to prioritize asset improvements, capital expenditures, operating costs, and more. The budget is more than just 'spending money'; it is reflected in the services you receive, the infrastructure used by the community, and supports provided to citizens of West Perth. Every time you have your garbage collected, turn on the tap, have your road plowed, visit a park, or go for a walk on a sidewalk, trail or the beach, you see your tax dollars at work. The Municipality is committed to providing efficient and cost-effective services to our communities.
Understanding the Municipal Budget
Each year, Council approves a budget that is made up of the following:

Operating - The income in this budget is primarily from property taxes and user fees. The budget covers the day to day expenses of the town for Municipal services including road maintenance and repairs, snow removal, tourism, community services and programming, by-law enforcement, fire and police services.

Capital - The income in this budget can be from property taxes, reserves, development charges, debt, grants and co-share with others, such as the county or developers. The budget covers Municipal projects such as new assets, rehabilitating existing assets including roads, sewers, watermains, bridges, fleet replacements and more.

Taxation Information
The Municipality of West Perth is responsible for managing and investing your tax dollars to meet the needs of our community.
Note: If you haven’t received your tax bill or have misplaced your bill contact the Municipal Office at 519-348-8429 ext. 227. It is the account holder’s responsibility to ensure payments are made and the account balance is paid.
E-Send |
Go paperless! Sign up and you will receive a PDF version of your tax bill delivered directly to your email account.
You will no longer receive a paper copy of your bill when you sign up for E-Send, future bills will be delivered to the email address you provided. Customers may sign up for e-bills for more than one property.
If you have any questions, or decide to withdraw from E-Send, please email your request to the Tax and Revenue Analyst or contact via telephone (519) 348-8429 extension 227.
Please note:
- It is the customer's responsibility to complete a new enrollment form if there is a change to the email address where the tax bill is being sent and also to notify the Deputy Treasurer if a bill has not been received.
- Customers using the tax E-Send service are subject to standard late fees if applicable.

Tax Due Dates |
The Municipality generates two tax bills annually which are divided into four due dates.
The Interim Tax bill due dates are February 28th and May 29th. The interim tax bill is based on 50% of the prior year's taxes. The Final Tax bill due dates are August 31st and November 30th.
The amount of the final bill is directly affected by the provincial government through Bill 79, the provincial bill regulating capping adjustments on commercial, industrial and multi-residential property classes.

How to Pay your Tax Bill |
The Municipality has a number of options available to our customers for payment. Payment must be received at the municipal office by the due date to avoid penalty.
Pre-authorized Payment Plan |
The Municipality offers pre-authorized payment plans for tax bills. The amount due for your bill is automatically withdrawn from your bank account on the due date.

Banking Institutions |
- At your bank or trust company. Pay at the teller or through an ATM. You are responsible to pay any service charges levied by them.
- Electronic payments - most financial institutions offer the "Municipality of West Perth" or "West Perth" as one of their payments. Be sure to pick "Taxes" and not water to ensure your payment is applied to the correct account.

Cheques may be dropped in the after hours drop box located beside the main entrance to the Municipal Office.

Payments by Mail |
Follow these steps to submit payments by mail:
- Attach your payment stub and make your cheque payable to the Municipality of West Perth
- Write your tax roll number on the front of your cheque
- Allow sufficient time for the payment to reach our office on or before the due date in order to avoid penalty charges
We consider payments complete on the date the Finance Department receives your cheque.

Credit Card, PayPal, e-Transfer |
The Municipality of West Perth has found you another way to pay your taxes and/or utilities. PaySimply is a third-party provider where in just a few clicks you can securely pay your property taxes and/or utilities online, anytime, anywhere, with any card. Please note that it can take up to three days for the Municipality to receive the payment and late fees still apply. For more information or to get started visit www.PaySimply.ca. Late Payments |
Penalty and interest charges of 1.25% will be added on the first day of each month on all taxes that have not been paid by the due date. Penalty and interest are deducted first from all payments made and the balance, if any, will be applied to the oldest outstanding balance first.
Failure to receive tax notice does not excuse the property owner from paying the amount due by the installment date.

Assessment and Appeals |
Requests for reconsideration
If you feel that the assessment of your property is incorrect, you can appeal to the Municipal Property Assessment Corporation (MPAC) by submitting a Request for Reconsideration (RFR) form.
There is no fee for an RFR. The deadline for submitting an RFR is printed on your Property Assessment Notice. If you have misplaced your Property Assessment Notice please call MPAC at 1-866-296-6722.
Adjustment of taxes
If the status of your property changes due to fire, demolition or removal of buildings, please inform us in writing by completing Form 357/358 so the necessary adjustments to the assessed value and/or tax class can be processed.
Appeals must be filed by the last day of February following the taxation year. (For example February 28 2018 for 2017 taxes).
Assessment Review Board Complaints (ARB)
To file a complaint with the Assessment Review Board, a property owner must have previously submitted a Request for Reconsideration to MPAC by the March 31st deadline.

Request a Tax Certificate |
Generally, Tax Certificates are purchased by law firms, banks and mortgage companies in association with property sales and for refinancing purposes.
Tax Certificates can also be mailed to the Municipal Office.

Change of Home Ownership |
The Municipality of West Perth will mail a tax bill to the property owner on record when the tax bills are issued.
When you buy a home, check with your lawyer or the tax department to confirm when the next payment is due on your property taxes. Penalty or interest charges will apply on late payments regardless of any change in ownership.
If you receive a tax bill for a property that you no longer own, please contact the Tax and Revenue Analyst.
