Boards and Committees

The Municipality of West Perth has advisory committees and boards to support Mayor and Council. These groups work with Council to improve services and programs for the community.

Board and Committee Descriptions

The Committee of Adjustment is authorized by the Ontario Planning Act to grant minor variances from the provisions of the Zoning By-law, to permit extensions, enlargements or variations of existing legal non-conforming uses.

The County of Perth has a Joint Accessibility Advisory Committee (AAC) made up of people who live across the county. Under the law, the majority of AAC members must be people with a disability.

Some of the activities of the Perth County AAC include:

  1. Reviewing site plans and drawings for new or proposed improvements to a property.
  2. Reviewing designs for new or proposed improvements to outdoor play spaces, external pathways or recreational trails.
  3. Reviewing multi-year accessibility plans and annual status updates.

The Court of Revision hears appeals on assessments of costs for Municipal Drainage Works under the Drainage Act.

The Economic Development Committee will make recommendations to Council on matters that will foster and enhance a strong and stable economy, consistent with the attributes of an environmentally sustainable community. The Committee will support and assist Council with its efforts to generate and sustain employment, business and industrial investment.

The Elma Logan Arena Committee provides advice and recommendations to Council on recreational policies and programs specifically related to the Elma Logan Recreation Complex.

The Environment, Forestry & Trails Committee is an advisory committee that provides information, advice and assistance to Council and staff on issues relative to environmental issues, forestry, trails, passive parks, and wetlands, as aligned with Corporate Strategic Plans impacting the Municipality of West Perth.

The Environmental Services Committee advises and assists the Council with respect to all matters pertaining to drinking water systems, wastewater collection and treatment systems and solid waste management sites within the Municipality of West Perth. This committee also advises and assists Council with ensuring compliance with regulations governing the operation of those aforementioned municipal services.

The Fence Viewers Committee is appointed by Council pursuant to the provisions of the Line Fences Act to deal with matters related to the arbitration process when neighbours cannot agree on the construction, reconstruction or maintenance of a Line Fence.

The Fullarton Conservation Area Committee manages the trails, pavilion and pond leased to the Municipality by the Upper Thames River Conservation Authority.

The West Perth Heritage & Culture Committee is an advisory committee that provides information, advice and assistance to Council and staff of the Municipality of West Perth on heritage related matters impacting the Municipality.

The Huron East Recreation Advisory Committee provides advice and recommendations to Huron East Council on recreational policies and programs specifically related to the Seaforth Recreation Centre.

The West Perth Public Library Board manages the operation of the West Perth Public Library under the Public Libraries Act.

The Perth County OPP Detachment Board is established by the Police Services Act to:

  1. Determine objectives and priorities for police services, after consultation with the Detachment Commander;
  2. Establish local policies for police services, after consultation with the Detachment Commander;
  3. Monitor the performance of the Detachment Commander;
  4. Receive reports from the Detachment Commander on any secondary activities by police officers in the detachment;
  5. Review the Detachment Commander's administration of the complaints system established by the Police Services Act for dealing with complaints made by any member of the public about the policies of or the services provided by the police force.

The Property Standards Committee has the full delegation of the authority in the Building Code Act and the Municipal Act to hear appeals from property owners/occupants who have been served with a Property Standards Order to which they have taken issue with such Order. (Section 15.3(1) BCA)

The West Perth Arena & Community Centre Task Force (WPACATF) will assist the Municipality of West Perth in planning for the facility's future.

The Task Force will:

1. Review the Building Condition Assessment (BCA) Report and the 10-year capital plan.

2. Recommend maintenance priorities, necessary upgrades, and redevelopment options.

3. Prioritize accessibility upgrades in line with BCA findings and AODA requirements.

 4. Align recommendations with the Recreation Master Plan, Asset Management Plan, and financial strategy.

5. Provide formal recommendations and progress updates to the Council throughout the project.

The West Perth Municipal Cemetery Committee is a Statutory Board established by Council with specific authority granted by the Province of Ontario under the Funeral, Burial and Cremation Services Act, 2002, c33. 

 The Cemetery Board must: 

  • Comply with the West Perth Cemetery Rules and Regulations adopted by the Municipality of West Perth; 
  • Take responsible precautions to protect the property of interment rights holders, but they assume no liability or responsibility from the loss of, damage to, or any resulting injury from any article of any type that is placed on any lot or plot.
