What is a CIP? What is the purpose of this project?


The Municipality of West Perth is researching and developing a CIP. The aim of the CIP is to allow the Municipality to contribute financially to private landowners to help motivate, facilitate, and support reinvestment, restoration, and redevelopment projects. The creation of the CIP will support the creation of new affordable/attainable housing units across West Perth. The Municipality may provide financial incentives, in the form of grants, loans, rebates, and tax assistance, to eligible landowners and tenants to help with physical improvements to private property. The project will also include additional insight into the implementation, marketing, and monitoring strategies to better assist the Municipality with the implementation of the CIP.

The Municipality of West Perth initiated a Class Environmental Assessment in September 2017 to evaluate potential solutions to address servicing deficiencies associated with lands designated for industrial development in the southern area of Mitchell. The study process followed the procedures set out in the Municipal Class Environmental Assessment document, dated October 2000, as amended in 2007, 2011, 2015 and 2024. B.M. Ross and Associates Limited was engaged to conduct the Class EA investigation on behalf of West Perth. The purpose of this report is to document the Class EA planning and design process followed for this project. This report includes the following major components:

  • An overview of the general project area
  • A summary of the infrastructure deficiencies associated with the project area
  • A description of the alternative solutions considered to resolve the identified problems
  • A synopsis of the decision-making process conducted to select a preferred alternative
  • A detailed description of the preferred alternative

About the Project:

The Municipality of West Perth is prepared a Recreation, Parks and Trails Master Plan to ensure that our system of recreation spaces, parks, outdoor spaces, and trails continues to meet resident needs into the future. The Plan will consider community input, demographic shifts, emerging activities, asset condition, and more to set priorities for improving these critical public spaces and identifying needs to the year 2034.

Specifically, the Plan will address:

  • recreation facilities
  • parks, open spaces, and trails
  • programs, activities, and events
  • policy development and implementation strategies

Parks, recreation services, and trails contribute to individual and community health and wellbeing in many ways. They encourage active lifestyles and active transportation, support leisure activities and special events, preserve natural heritage and wildlife habitat, strengthen tourism and economic development, and contribute to healthy communities.

Municipality of West Perth's Strategic Plan

Strategic plans play a vital role in the life of a municipality. They set a vision for the community, define the community's goals and aspirations and help to evolve the corporation to continue to deliver services well.

In January 2018 the Municipality of West Perth commenced an Administration Campus Feasibility Study with the assistance of Wilson Diaz Architects Inc. The West Perth Council passed a resolution at the May 4, 2018 Council Meeting to proceed with a preliminary public consultation for the Municipal Campus on June 19, 2018. Wilson Diaz Architects presented rendered drawings of the possible Municipal CampusSite Plan drawings and presentation slides.

On January 13, 2025, the West Perth Council adopted the Recreation and Leisure Master Plan.

The primary goal of this study was to research, develop, design, and produce a community supported Master Plan document for recreation, leisure, and culture services and facilities. This was achieved through four phases.
