Lottery Licence

Charitable gaming lottery licences are issued by the AGCO and by municipalities in Ontario. The licensing authority you go to depends on where the event will be located, the expected prize amount, and the type of lottery. 

In order to qualify for a lottery license, an "eligible" organization must demonstrate that it exists to provide services in one of these charitable classifications:

a) The relief of poverty;

b) The advancement of education;

c) The advancement of religion;

d) Other charitable purposes beneficial to the community, not falling under a), b), or c).

Applicants are asked to submit an Eligibility Questionnaire for Lottery Licences.

Proceeds from lotteries must be used for charitable or religious objects or purposes in the province of Ontario.

Requirements for eligibility:

  • Be based within the boundaries of the Municipality of West Perth

  • Have been in existence for at least one full year prior to application

  • Be in possession of a lottery trust account with two signing offices of the charity with cheque signing privileges and monthly bank statements.

The Municipality must be in possession of the following prior to processing an application:

  • Completed Lottery Licence Questionnaire

  • Governing Documents: Constitution and /or by-laws, letters patent, charter, trust deed, memorandum of association, signed as required

  • Detailed Outline of Programs/Services: What they are, how are they delivered to clients, specific costs, supporting materials, etc.

  • Organization's Current Operating Budget

  • Organization's Verified Financial Statements for Last Fiscal Year

  • List of Board of Directors

  • Latest Report to the Public Guardian and Trustee, if Applicable

  • Revenue Canada Notification of Registration Letter if Your Organization is Registered

  • Membership List, if Applicable

  • Organization's Annual Report, if applicable

Bingo:

Prize Maximum: $5,500 (prize value over $5,500 must be provincially licensed)

Raffle or Bazaar:

Prize Maximum: $50,000

Break Open (Nevada):

Prize Maximum: none


Fee: 3 percent (3%) of the total prize value.

Prize Minimum: value of at least 20% of tickets sold
