The Municipality of West Perth falls under social services provided by Perth County. The department helps those who need assistance with accessing income, housing, homelessness services, and childcare supports.

Ontario Works

This division provides financial assistance through monthly support payments to help with the costs of living for those who qualify. Health benefits may also be available for for eligible clients and their families, as well as recipients of the Ontario Disability Support Program. Ontario Works helps to facilitate access to employment assistance programs such as workshops, counselling, training and education which help recipients of the program to find and maintain employment.

Housing Division

This division offers rent-geared-to-income and subsidized rental housing for eligible households (singles and families). The units are owned and managed by the City of Stratford (through the Perth and Stratford Housing Corporation), non-profits, co-operatives and private landlords.

In addition, the Housing Division manages the Centralized Waiting List for RGI housing, oversees a number of other rent support programs and a home ownership program, and is responsible for developing and implementing a Housing and Homelessness Plan for Stratford, Perth County, and St. Marys.

Housing Stability Bank

The Housing Stability Bank (the program formerly known as CHPI) provides one-time housing-related financial support to help households experiencing homelessness or at risk of homelessness find and keep their housing. This includes assistance with:

  • Rental arrears
  • Energy arrears
  • Last month’s rent deposit
  • Tenant insurance
  • Moving costs/Furniture*
  • Home repairs

Rent Support Programs

Rent supports are government-funded payments (also called subsidies or benefits) that bridge the gap between what a household can afford to pay and what the actual cost of housing is. Depending on the program, type of payment, and source of funding, these payments can be used for both private market and community housing units. 

Affordable Homeownership

The Affordable Homeownership Loan Program provides qualified low to moderate income households with down payment assistance loans of up to 5% of the purchase price of a home.

Plans, Directives & Forms

The City of Stratford is also responsible for developing strategies, plans, and directives to improve housing outcomes for individuals and families in the Service Manager area.

Housing Services

The City of Stratford Social Services Department is the provincially designated Consolidated Municipal Service Manager (CMSM or ‘Service Manager’) responsible for administering social services in Stratford, Perth County, and St. Marys.  This includes programs and services to help residents access housing options that are affordable and meet their needs, situations, and choice.

Rent-Geared-to-Income (RGI) Housing

RGI housing is a unit for which tenants pay no more than 30% of their household income on rent. Household income must be below Household Income Limits set by the province.

Homelessness

The Social Services Department is committed to ending homelessness. There are a number of programs, services, and supports available locally that are designed to respond to homelessness in the communities of Stratford, Perth County, and St. Marys. These include short-term emergency accommodation, homelessness prevention programs, housing assistance, outreach supports, supported housing, and intensive case management services.

Stratford, Perth County, and St. Marys are committed to ending homelessness locally. A number of programs and services are available in the community to support local households experiencing homelessness or at risk of becoming homeless with finding and keeping safe and appropriate housing.


 

Food Banks

The Salvation Army provides Food Bank services within West Perth. Services include permanent and mobile locations of the Food Bank. Provision of fresh, frozen, and non-perishable food items to households accessing the foodbank services. Access to the Foodbank is not limited to but can include diapers, wipes and formula, as well as hygiene supplies, household products, and pet food.

Children's Services

This division offers childcare subsidy for eligible families, as well Childcare Resource Consultant services for children with special needs who attend childcare programs anywhere in Perth County.

The Children's Services Division is the manager for childcare in Stratford, St. Marys and Perth County.  In partnership with the community, the Children's Services Division promotes fair and equal access to high quality care for children, and support to their families and caregivers.

Children's services are planned, managed and provided in ways that promote early learning and development, and that respond to family needs and choices.  We believe that integrated childcare planning ensures public value and benefit to all.
