JOB DESCRIPTION
OPERATIONS MANAGER
Job Title: Operations Manager
Reports to: Clerk-Administrator
Purpose of Position:
- To manage and supervise all maintenance and construction of
the Municipality’s roads and to oversee the operation and
maintenance of other Municipal properties
- To work co-operatively to accomplish tasks of a common nature
Education:
- Graduation from a College of Applied Arts and Technology with
a diploma in civil Engineering Technology/Technician
- Mahoney and Anderson road School Courses or equivalent
Requirements of Position:
- Must have computer GIS, spreadsheet and report writing experience.
- Be in possession of or be willing to obtain a Class D-Z drivers
license
- Managerial experience to a staff of 2 foreman and 9 operators
plus parks staff, landfill custodians and others as required
- Knowledge of machinery and equipment service and repairs.
Responsibilities:
- Manages and supervises all operations employees and work related
to roads, both maintenance and construction, and ensures that
all projects are completed promptly and satisfactorily. Manages
gravel pits, parks, municipal drains, the landfill site operations,
maintenance of sanitary and storm sewers and any other Municipal
properties.
- Ensures proper use and maintenance of Municipal equipment and
the general care and maintenance of all Municipal operations property
and other property.
- Conducts regular inspection of roads, culverts, bridges, sidewalks,
storm and sanitary sewers, signs and municipal drains and carries
out repair and maintenance as required.
- Maintains a good working relationship with the Administrator
with respect to administrative duties.
- Attends meetings and reports on Operations as requested.
- Prepares the Operations budget, presents the budget to Council
for approval and manages road maintenance and operations within
the approved budget.
- Responsible for contract documents for tendering Operations
purchases.
- Oversees the operation of the Municipal gravel pits within the
guidelines of the Aggregate Resources Act and the pit licenses,
and oversees the operation of the landfill sites within the guidelines
of the Ministry of Environment and energy.
- Responds to written and oral complaints from the public and
maintains good public relations.
- Maintains health and safety practices in the work place.
- Directs and co-ordinates utilities to discuss location of services.
Maintains accurate records of the installation of all underground
utilities and drains installed on road allowances.
- Responds to emergency situations, i.e. flooding, storms, fire,
road signs, chemical spills, etc.
- Purchases supplies and equipment according to Council policy.
- Attends conference and seminars to improve technical performance.
- Maintains tree planting and removal program.
- Maintains accurate time sheets, records of purchases and material
used.
- Is a participant in hiring replacement employees, review performance
and conducts disciplinary interviews as required.
- Carries out any other duties assigned by Council and Administrator.

and acts pertaining to operations
- Good judgment in determining acceptable standards, supervision,
budget and priorities
- Good interpersonal skills in dealing with employees, management,
the public and contractors.
Working Conditions
- Will be combination of office environment and outside field
work
- Work at any time of day or night in emergency situations
- Able to work in inclement weather conditions
- Attend meetings regularly which may convene outside normal
working hours
